Empty action attribute in form stops JavaScript?

Having an empty action attribute in a form seems to cause Netscape (Mozilla?) to stop executing JavaScript on other input elements - is this true? Removing the action attribute sorts the problem but is then not valid HTML - test!

Works OK in IE6, FF 1.5, Mozilla 1.6, Netscape 4(!) - It doesn't seem to matter whether the action="" attribute is present or not.

However, is it a problem in Netscape 8.1 ?!
